A hair oil is a pre-wash, scalp-first treatment - typically massaged in and left for a while (or overnight) before shampooing out. A hair serum is a leave-in, lightweight product applied to dry or towel-dried hair that isn't meant to be washed out, which makes it easier to use daily.
Oils are heavier and sit on and coat the hair shaft and scalp, which is exactly why they need to be washed out. Serums are formulated to be thinner and absorb quickly, so they can be layered under styling products without feeling greasy.
If your main concern is scalp nourishment or you want a longer-contact-time treatment, an oil used a few times a week (or overnight) fits well as a pre-wash step. If you want a low-effort daily habit, especially for hair-fall-prone or thinning-prone hair, a leave-in serum is usually the easier fit.
Many routines use both: oil before a wash for deeper conditioning, serum daily as a leave-in. They're complementary rather than competing products - the right combination depends on your hair type and how much time you want to spend on your routine.
